2 Charged With Child Abuse After Allegedly Waterboarding 9-Year-Old

PROVO, Utah – Police in Utah County have arrested a man and his wife after the two reportedly waterboarded the man’s daughter.
Joseph Maeser Mitchell and Ilaria Catherina Mitchell were both arrested last week.
According to booking documents, the 9-year-old girl described to officers her father and stepmother would take her to the bathroom, tie her hands behind her back, hold her down in the bathtub, place a towel over her face and then pour water on it until she couldn’t breathe.
Police also detailed other signs of abuse allegedly bad enough that the girl had to be taken to the hospital.
