WEST JORDAN — A man is accused of stealing another man’s phone and pushing him to the ground after getting upset that he was playing a video too loudly in a restaurant.
Police said 45-year-old Richard Lee Collins was arrested on suspicion of aggravated robbery on Thursday after he allegedly punctured a man’s tire, forced him to the ground then stole his phone in a parking lot at 7780 South Redwood Road in West Jordan.
A probable cause statement for the incident said it all started inside a restaurant when “the suspect walked up to (the victim) and demanded that he turn down the volume of a video that he was watching on his phone.” Collins told police that after he confronted the man, he heard him talking and laughing about it, so he went and confronted him again outside.
“(Collins) stated he doesn’t know why but he took a screwdriver from his pant pocket and slashed the tire of the victim’s vehicle. He then stated that he took the victim’s cell phone because he was trying to record him,” the statement said.

The victim told police that he and Collins both fell to the ground during the altercation, then Collins ran off with his phone — leaving his car behind in the parking lot. Officers were able to do a records check on the vehicle to find the registered owner, who matched the description of Collins from witnesses and security footage. From there, police found the address of his parents’ house where he lived, the statement said.
After he went home, Collins called a woman to come pick him up because he saw police watching his car, the statement said. Police were able to track him down and make an arrest after Collins’ mother gave police the woman’s name and told them what car she drove.
Collins was booked into the Salt Lake County Jail on suspicion of aggravated robbery, disorderly conduct and criminal mischief. The statement said Collins was already on probation with the West Valley City Justice Court.
