Traffic stop reveals unrestrained infant in car going 115 mph

CEDAR CITY — A man was pulled over north of Cedar City on Christmas after police clocked him driving 115 miles per hour on Interstate 15. Then, the officer found an unrestrained infant in the back seat.
A probable cause statement for the incident said 35-year-old Jose Crus Bustos Serrano was driving the car. The Utah Highway Patrol officer who made the traffic stop said the road was wet at the time, making the high speed even more dangerous.
“(The officer) observed that (Serrano) had bloodshot eyes, and as I looked in the back seat area, I saw a female sitting with an infant on her lap not restrained,” the statement said.
The officer put Serrano under arrest, then found open containers of alcohol in the vehicle. The officer reported smelling alcohol on Serrano and put him through a field sobriety test, but “not enough clues were observed to show impairment,” the statement said.
Serrano is accused of reckless endangerment, reckless driving, driving with an open container, driving without a license, failure to provide a child restraint and a window tint violation.
