On June 26, 2024, an officer with the Layton Police Department responded to an attempted bus hijacking call.
When the officer arrived, Keith Sterling Frandsen was seen spraying the bus fire extinguisher inside the disabled UTA bus.
After the officer asked him to come out, Frandsen tried to give him his phone without being asked and threw it at the officer, which prompted a struggle. During the struggle, police say that Frandsen burned the arresting officer.
The footage shows that bystanders had to help the arresting officer with detaining Frandsen.
