On March 30, 2024, several Salt Lake County police agencies attempted to arrest Joseph Failiala Silva, 35, after he fled from police in a reported stolen car, according to court documents.
Officers with Unified and Salt Lake City police said Silva evaded them twice that day in Kearns and Salt Lake City. In one instance, an SLCPD officer said Silva reversed into a small cinderblock wall and almost hit the officer’s car.
According to police, Silva was spotted at approximately 7 p.m. on the Lambs Canyon exit of Interstate 80 in Parleys Canyon. A Utah Department of Public Safety helicopter was called to assist.
The helicopter footage monitored Silva’s car as it was stopped near the Lambs Canyon exit, and waited until Utah Highway Patrol troopers arrived to attempt an arrest.
After about 35 minutes, officers and troopers attempted a traffic stop, but Silva fled westbound on I-80 into Salt Lake County. Police chose not to follow Silva in patrol cars, but kept track of him with the DPS helicopter.
Silva was later arrested by police in West Valley City after he abandoned the car during the chase.
