SALT LAKE CITY — The suspect involved in a Sugar House apartment standoff is accused of attempting to steal a neighbor’s dog while on drugs, according to arrest documents.
Samuel Patrick Hanley, 33, was booked into the Salt Lake County Jail for four felony counts of aggravated assault, four felony counts of possessing a dangerous weapon by a restricted person, one felony count of possessing a controlled substance with intent to distribute, use or possession of drug paraphernalia, and possession of a controlled substance.
On Sunday at approximately 1 p.m., officers with the Salt Lake City Police Department responded to calls of a man stealing his neighbor’s dog and pointing a gun at other residences at the Sugarmont Apartments.
According to arrest documents, the neighbor told police that they were worried about Hanley attacking them and thought he was “not in the right mental state.” The neighbor believed he saw a gun on his waistband.
Other witnesses told police he was threatening different apartment residents.
“A family of four stated that they encountered (Hanley) in the hallway of the apartment complex who raised the firearm that he possessed and pointed it in their direction,” state arrest documents. “The victims explained that they barricaded themselves in the apartment and shortly after heard what they believed to be two gunshots.”

According to a statement released by police on Sunday, officers set up a containment zone and told apartment residents to shelter in place.
“During the investigation, officers learned the suspect pointed his gun at least one person,” reads Sunday’s statement. “The suspect exited his apartment unit while holding a gun. Officers immediately ordered the man to drop the weapon and surrender peacefully.”
Hanley was arrested by officers without further incident, according to the statement.
Police were informed that there might be another man in Hanley’s apartment and performed a security sweep, according to arrest documents.
“Inside of the apartment in plain sight, police located several drug paraphernalia items and weapons,” reads arrest documents. They did not find another man in the apartment.
After getting a search warrant, police found three different firearms and a large amount of ammunition in the apartment, not including the gun found on Hanley.
“Police also located several hundred Xanax pills, hundreds of other miscellaneous pills, 2.1 grams of a substance testing positive for methamphetamine, and other drug paraphernalia,” state arrest documents. “The apartment itself was filled with empty containers of alcohol(ic) beverages.”
Court documents do not list any bullet holes or signs of gunfire found in the apartment complex or if police found the neighbor’s dog.
