A former youth detention center officer will serve at least eight years and up to life in prison for sexually abusing a teenage inmate.

LOGAN, Utah — A Utah man was arrested Monday on suspicion of rape for his alleged involvement in two separate sexual assaults on two different victims a few weeks.

Spencer Eric Dodd was accused of rape on Jan. 28 in Logan by a 23-year-old woman and again on Feb. 14 by an 18-year-old victim. According to probable cause documents, Dodd made direct admissions and apologies to the victims for not honoring their verbal requests that he stop.

Dodd was investigated on Valentine’s Day on suspicion of object rape, forcible sodomy, two counts of rape and two counts of forcible sexual abuse.

In first rape on Jan. 28 Dodd is said to have met a woman on a dating app and they engaged in consensual sexual activity but during the encounter his actions became aggressive and he bit and choked her. She told him to stop and he allegedly continued to engage in the sexual activity.

The woman told police that after she requested he stop several times, Dodd said, “No, I have you right where I want you,” while he continued to rape her for several minutes.

Court documents state the woman called Dodd, with police in a recorded phone call — what police term a pretext call — and asked him if he heard her tell him to stop. Dodd is alleged to have said that he did hear her and admitted that he continued to have sex with her after that. Documents say he said that he didn’t think the woman was serious when she requested he stop. He is said to have apologized.

“I’m sorry I didn’t stop the first time you asked me to,” Dodd is quoted as saying in the documents.

Police said after Dodd was informed of his rights he admitted to the same course of events described by the victim and continued to have sex with her after she revoked her consent.

Court documents state that Dodd was asked if that was rape and he told interviewers “yes.”

The victim in the second rape was 18 and she said she was assaulted in the early morning hours of Feb. 14. She said she was invited by Dodd to watch a movie and make out and agreed to watch a movie but declined to make out.

She told police that during the movie he started kissing her and was making sexual advances and she told him that she didn’t want to have sex with him but the advances continued. She reported that he continued to undress her, touch her sexually and raped her.

“She reported that she did not consent to any of these acts and clearly verbally expressed her lack of consent as he began the sexual advances,” documents state.

The victim also cooperated with police and performed pretext text messages with Dodd and confronted him about what happened where he allegedly admitted that he heard her say she didn’t want to have sex with him and he “didn’t listen.”

She asked Dodd if he thought that was rape.

“Yeah. I did it without consent,” he allegedly replied.

Documents say he repeatedly apologized and expressed remorse for what happened. Documents state that Dodd was interviewed about second victim and told police that she said she did not want to have sex but that he continued anyway. He also admitted to sending the texts with the victim, documented by police.

“Spencer has committed two rape/sexual assault cases in Logan (that police are aware of) within the span of less than a month. In both cases, he acted knowingly with clear indifference to the consent and safety of the victim. This serial behavior is clear indication that he is a threat to both the victims and the community. If released, your Affiant fears he will continue to sexually prey on females in the community,” police state in the documents.

He was booked into jail by the Cache County Sheriff’s Office on Monday.
