The driver of the Corolla, who was later identified as 26-year-old Angelica Dhondup, was pronounced dead on scene.
Freckleton said the driver and passenger in the Tacoma were “just fine” and standing around after the crash when a bystander pulled over to help with traffic control.
The driver of the Tacoma proceeded to steal the bystander’s car, Freckleton said, but police located the stolen car and stopped the driver on I-80 near Redwood Road.
Troopers said the driver was investigated for driving under the influence, and he was taken into custody on charges of vehicular homicide, DUI and theft.
A GoFundMe* account has been set up for the victim’s family to help cover funeral costs.
