Man arrested: didn’t allow woman to leave home for over 2 years police say

BLUFFDALE, Utah — A man was taken into custody after allegedly physically and emotionally abusing a woman and not allowing her to leave the home by herself for over two years.

The man was identified in charging documents as Troy Anthony Brinar of Bluffdale.

The woman reported to officers she had not been “permitted to leave the house without [Brinar] for over two and a half years.”

She told police Brinar had confiscated her telephone and debit cards and physically prevented her from leaving the house when she tried to escape.

Court documents state, “during that time, he would regularly punch her, head butt her, and inflict other physical injuries.”

At one point in January 2022, Brinar punched her so hard on her ear that she continues to hear ringing and it causes her pain.

The woman also suffered a broken wrist about six months ago. She told officers that Troy kicked her and as she blocked the kick, he made contact with her wrist, breaking the bones.

Brinar prevented her from receiving medical attention for the break until June.

“Following her surgery, he again kicked her in the same wrist causing significant pain. The surgeon who treated the victims broken wrist stated that delay in receiving medical attention exposed her to the risk of further injury including avescular necrosis.”

Brinar was arrested and booked into the Salt Lake County Jail on investigation of kidnapping and detaining a person for a substantial amount of time, aggravated assault resulting in serious injury, and unlawful detention.

Court documents state, “The circumstances surrounding the kidnapping and unlawful detention, combined with the facts that the victim was assaulted and then prevented from seeking medical care after the assaults caused substantial bodily injury.”
