Landlord Charged With Making Voyeur Videos Of Tenants

SALT LAKE CITY, Utah – Criminal charges were filed against a Salt Lake City landlord accused of hiding cameras inside his rental properties and secretly recording his tenants.
A court document said Larry Phillips, 69, made voyeur videos of at least 13 people dating back to 2017. The document said Phillips was a registered sex offender.
The investigation began after Salt Lake City police responded to Phillips’ home at 1906 East St. Marys Drive in Salt Lake City on July 31, 2020. Two renters called to report that they found cameras disguised as cell phone chargers in the separate rooms they rented.

The responding officer seized the cameras. Court documents said police obtained a search warrant on Aug. 10, 2020, to examine the images on the cameras. They showed one male naked in the bathroom.
Police searched Phillips’ home in September. The court document said, “Detectives seized over 70 items of electronic evidence from the residence (laptops, video recorders, cameras, more hidden cameras, sd cards, flash drives, multiple cell phones, tablets, hard drives, etc.).”
Phillips told police the cameras were used for security purposes only.
Detectives also searched his personal cell phone and all of the seized electronic devices. “Detectives then discovered 90+ voyeurism videos on SD cards and flash drives and 230+ more videos were extracted from Larry’s cell phones, laptops and tablets, which were taken to the RCFL (Regional Computer Forensics Laboratory) in Salt Lake City,” the court document said.
Overall, detectives seized more than 320 voyeurism videos.
Police have identified and interviewed 13 victims and said they believe there are many more.
The document said police found videos of male models in art classes at an unknown location and locker rooms also at unknown locations. Police said Phillips was a student at the University of Utah and they are investigating whether those videos were recorded at the U.
Phillips was charged Monday with multiple counts of voyeurism and burglary.
