Ogden Police Release Video Showing Kidnapping Suspect, Police Exchange Gunfire

OGDEN, Utah – Ogden Police released video Saturday showing what played out in the moments before officers killed a man who they said fired at them.

Video from a nearby city surveillance camera showed an officer approach 37-year-old Ricardo Galvan along Washington Boulevard after they said he kidnapped a woman.

As the officer appears to draw his weapon, video shows Galvan pull a gun and begin firing at the officers. Video shows one of the officers run for cover and return fire.

One of the shots fired by the two officers on scene hit Galvan in the head, killing him.

Ogden Police Chief Randy Watt said Galvan had held a woman against her will for hours Saturday. He said the woman, who had recently ended a relationship with the suspect, woke up to find Galvan in her house, armed.

Watt said the woman told investigators Galvan was having mood swings and shifted between threatening and suicidal remarks. Later in the day, Watt said, Galvan forced the woman at gunpoint to drive him around.

Around 6:10 p.m., Watt said, Galvan got out of the woman’s truck near 28th Street and Washington Boulevard and began to walk away.

He said the woman drove away and flagged down an officer for help. Watt said the officer radioed a description to dispatch and personnel at the public safety building used live feeds from city surveillance cameras to find Galvan and direct officers to him.

As officers approached Galvan in front of Ogden’s municipal building, Watt said Galvan pulled a .45 caliber handgun from his waistband and fired several shots at them. Watt said they returned fire, killing him.

“We’re grateful our officers were unharmed and we’re proud of the courage and dedication they showed in ending this life-threatening confrontation,” Watt said.

No one else was injured. There were a few people on what is usually a busy sidewalk.

Both police officers are on paid administrative leave while the Weber County Critical Incident Investigation Team investigates the shooting for the Weber County Attorney’s Office.
